DoT Invites Inputs on Draft National Telecom Policy 2025 (NTP‑25)

The Department of Telecommunications (DoT) has released the draft National Telecom Policy 2025 (NTP‑25) for public consultation. The policy sets ambitious goals by 2030, including universal 4G coverage, 90% 5G penetration, 100 million home broadband connections, and the creation of 1 million jobs in the telecom sector. It also emphasizes support for cutting-edge technologies like 6G, AI, IoT, quantum communications, blockchain, and satellite networking. 

What is National Telecom Policy 2025 (NTP-25)  

In the draft issued on July 24-25, 2025, DOT prepared a transformative roadmap to make India a telecom powerhouse by 2030. Major objectives include:  

– Providing nationwide 4G coverage and 5G access to 90% of population  

– Get 100 million fixed broadband registration   

– Creating 1 million new jobs in digital communication by 2030   

– Supporting emerging technologies like 6G, AI, IoT, Quantum, Blockchain and Satellite connectivity

Strategic Priorities of Draft Policy 

Infrastructure and connectivity: Large-scale expansion, universal access to urban and rural areas. 

Manufacturing and self-sufficiency: Deep localization is a priority under the “Bharat- A Telecommunication Product Nation” vision. 

Skill Development: Aim to resume and dismantle 1 million professionals through dedicated skilling initiative. 

Innovation and Startups: Backing R&D, Innovation hub, and Acceleration of Telecom-led startups and MSME. 

Technology Leadership: India status as a global 6G and Telecom technology Innovation Center. 

Why does it matter to India 

NTP ’25 reflects a bold vision for transitioning India from a telecom consumer to a technology exporter. By weaving the infrastructure growth, state -of -the -art technology and employment generation simultaneously, the policy aligns with the ambition of digitally strong society and economy of India.
