New Rules for Digital Bharat Nidhi In Effect

India has introduced the Telecommunications (Administration of Digital Bharat Nidhi) Rules, 2024, under the Telecommunications Act, 2023. These rules are designed to expand telecommunications services in underserved regions and communities across the country. 

The Digital Bharat Nidhi (DBN), replacing the Universal Service Obligation Fund established under the Indian Telegraph Act of 1885, has been updated to meet India’s evolving technological needs. This fund will support projects focused on enhancing telecom services in remote areas and improving access for marginalized groups, including women, people with disabilities, and economically disadvantaged communities. 

The rules define the responsibilities of the DBN administrator, who will manage the fund’s implementation. Projects seeking DBN funding must meet criteria such as improving telecom services, boosting access to advanced technologies, and promoting innovation and research in the telecom sector. 

The DBN’s key goals include supporting indigenous technology development, fostering telecom start-ups, and promoting sustainable and green technologies. The rules also stress the importance of ensuring funded networks are open and non-discriminatory. 

The DBN is part of the broader Telecommunications Act, 2023, which Parliament passed in December and came into effect in June 2024. The Act emphasizes inclusion, security, growth, and responsiveness, aiming to achieve India’s vision of becoming a developed nation by 2047.
