Union Minister for Communications and Development of North Eastern Region, together with the Chief Minister of Madhya Pradesh, jointly chaired the second investors’ meet in Mumbai for India’s first Telecom Manufacturing Zone (TMZ) in Gwalior, where fresh investment commitments worth ₹20 billion were secured. Around 18 leading companies from across the telecom industry participated in the meeting, with the newly announced investments expected to generate nearly 4,000 new jobs.
Following the Mumbai event, the total investment commitments for the Telecom Manufacturing Zone have reached ₹55 billion, with the project now expected to create more than 18,000 employment opportunities. This follows the ₹35 billion in proposed investments and 14,000 jobs announced during the inaugural Investors’ Roundtable held in New Delhi the previous week, moving the project closer to its long-term objective of attracting investments exceeding ₹100 billion.
Addressing industry representatives, the Communications Minister said that under the leadership of the Prime Minister, India’s telecommunications and digital landscape has undergone a remarkable transformation over the past 12 years. He stated that the country is now progressing from being primarily a telecom services market to becoming a global hub for telecom product development and manufacturing.
Reinforcing the vision of “Make in India, Make for the World” and “Local for Global,” the minister stressed the need for India to shift from a services-driven economy to one focused on product innovation. He outlined three key priorities to achieve this goal: increasing domestic value addition, strengthening indigenous intellectual property creation, and expanding the global presence of telecom products designed and manufactured in India.
Referring to India’s achievements in mobile phone manufacturing and digital public infrastructure, the minister said the same success can now be replicated in telecom manufacturing. He highlighted how India has evolved from a major importer of mobile phones into one of the world’s largest manufacturing centres, while platforms such as UPI have demonstrated the country’s capability to develop digital solutions with global relevance. He expressed confidence that the Gwalior Telecom Manufacturing Zone would emerge as a benchmark model for other countries.
The minister described the TMZ as a first-of-its-kind initiative, inspired by the concept of Special Economic Zones but dedicated exclusively to the telecommunications industry. The project aims to establish a fully integrated ecosystem covering design, research and development, testing, manufacturing, semiconductor production, optical fibre, telecom equipment, components, and allied industries, supported by shared plug-and-play testing facilities and world-class infrastructure.
Highlighting Gwalior’s advantages, he said the city’s central location, strong transport connectivity, established industrial base, ready-to-use infrastructure, skilled talent pool from leading educational institutions, and competitive operating costs make it an attractive destination for telecom manufacturing investments. He also noted that ongoing infrastructure development is further enhancing the city’s investment appeal.
Inviting companies from every segment of the telecom industry to participate, the minister said the objective is to build a comprehensive end-to-end manufacturing ecosystem within the zone.
Reaffirming the government’s commitment to the project, he announced the formation of a Special Purpose Vehicle (SPV) comprising representatives from both the Department of Telecommunications (DoT) and the Government of Madhya Pradesh to oversee implementation. Describing it as a unique Centre-State collaboration, he assured investors that both governments would work together to address challenges, facilitate investments, and ensure the long-term success of the Telecom Manufacturing Zone.
