DoT to Seek TRAI’s Input on Satcom Spectrum Allocation

The telecom department is set to approach the sector regulator TRAI soon to seek its input on the terms and modalities of spectrum allocation for satellite communication (satcom) services, with a focus on ensuring fairness and a level playing field for all stakeholders, according to a government source. 

Currently, the Department of Telecom is finalizing the terms of reference, which will cover key aspects such as frequency allocation, pricing, and license terms and conditions, with a particular emphasis on security considerations, the source elaborated.  

The Telecom Regulatory Authority of India had issued a consultation paper on ‘Assignment of Spectrum for Space-based Communication Services‘ on April 6, 2023. However, after the announcement of the new Telecommunications Act, the reference was returned to the DoT for further deliberation. 

“We have made it clear that the Telecom Regulatory Authority of India will conduct a transparent and open consultation process to determine pricing or mechanisms that are fair and transparent to all,” the source stated. The allocation of spectrum for satcom services will proceed once TRAI provides its recommendations on pricing.  

“The new consultation process will commence soon. We are in the final stages of framing our reference to TRAI, which will be issued in a few weeks,” the source added.

Satellite communication technology, or satcom, plays a crucial role in providing internet connectivity in remote or challenging terrains. Companies such as OneWeb, backed by the Bharti Group, Reliance Group’s Jio Satcom, and Elon Musk’s Starlink, are interested in offering these services in India.
