Chakshu Portal: A Platform for Citizens to Report Fraud Calls

The Department of Telecommunications (DoT) unveiled two technology initiatives on Monday aimed at bolstering efforts to combat mobile-based scams. Telecom Minister Ashwini Vaishnaw introduced ‘Chakshu’, a platform empowering citizens to report suspected fraudulent communication originating from mobile numbers via calls, SMS, or social media platforms like WhatsApp. Additionally, Vaishnaw announced that the DoT’s Sanchar Sathi Portal would soon be accessible through a mobile application. 

Chakshu, integrated with the DoT’s Sanchar Sathi portal, facilitates the reporting of suspicious communication, triggering re-verification of flagged numbers. If re-verification fails, the respective number will be disconnected. The DoT assured that the usernames and details of both suspected numbers and those reporting them will remain confidential and will not be shared with any third parties. 

The government also introduced a Digital Intelligence Platform, providing a unified space for banks, payment wallets, social media platforms, and Telecom Service Providers (TSPs) to share data related to suspected fraudulent connections. Banks and payment wallets can cross-reference their databases against the master list to prevent fraud. 

Furthermore, the government is developing a grievance redressal portal to address connections erroneously disconnected through the Sanchar Sathi portal. Launched in May last year, the portal serves as the government’s primary tool to safeguard mobile phone users from various frauds, including identity theft, forged KYC, and handset theft. DoT officials revealed ongoing collaboration with the Reserve Bank of India and the Department of Financial Services to return the frozen ₹1,008 crore in suspected accounts to citizens. 

Telecom Minister Vaishnaw highlighted the DoT’s commitment to reviewing the Telecom Regulatory Authority of India’s (TRAI) recommendations regarding the proposed Calling Name Presentation (CNAP) service. CNAP aims to allow users to view the registered name linked to incoming calls, emphasizing user safety and privacy protection. On unsolicited commercial communication, Vaishnaw noted that 1.9 lakh text message headers have been blacklisted after analyzing 35 lakh headers.
