DoT Cuts 95% Telecom Equipment Security Testing Fees

In a major regulatory reform, the Department of Telecommunications (DOT) has reduced the security testing assessment fee by 95% under the Communications Safety Certification Scheme (ComSEC). Effective from August 1, 2025, the move aims to support MSME, local manufacturers and innovations in India’s telecommunications and ICT regions. 

DoT Reduces Security Certification Fees by 95% to Support MSMEs and Domestic Telecom Growth 

The Department of Telecommunications (DoT) has announced a significant reduction in security assessment fees for telecom and ICT equipment, reduced rates by up to 95% under ComSEC (Communications Safety Certification Scheme). The decision is part of the major mandatory testing and certification of the MTCTE initiative, which aims to improve the ease of doing business by empowering domestic manufacturers and MSME. The revised fee will start from August 1, 2025 as per the Ministry of Communications. 

MSMEs and Indian OEMs to Benefit 

The low fee structure is specially designed to encourage micro, small and medium enterprises and Indian OEMs. This step is expected to:  

• Increase domestic manufacturing competition 

• Promote indigenous innovation 

• Simple market entry for new technology providers 

Government R&D Institutions Get Full Exemption 

All government research institutes, including C-DOT and C-DAC, have been fully exempted from the evaluation fee for applications submitted till March 31, 2028. This step supports: 

• Quick R&D in telecom sector 

• Testing of rapid prototypes and indigenous technologies 

A Major Boost for ‘Make in India’ and Telecom Ease of Doing Business 

This active improvement by the DoT is an important step in reducing regulatory friction and promoting local manufacturing. By cutting certification fees and simplifying processes, the government is actively encouraging MSMEs participation, public sector R&D, and indigenous telecommunications development, which lays a strong foundation for Digital India and telecommunication self-reliance.
