India Takes Steps to Regulate Consumer-Focused 5G Network Slicing

India is among the few telecom markets proposing specific regulatory safeguards for commercial 5G network slicing, with the aim of ensuring that premium connectivity services do not negatively affect the experience of regular mobile users.

The Telecom Regulatory Authority of India (TRAI) has proposed rules requiring telecom operators to demonstrate adequate network capacity before introducing commercial network slices. Service providers would also be required to exclude congested cells from network slicing arrangements if capacity expansion efforts fail to resolve persistent congestion.

The proposal comes soon after Bharti Airtel launched Fast Lane, previously known as Priority Postpaid, a network slicing-based offering for postpaid 5G subscribers. The service is designed to provide a more consistent connectivity experience, particularly during periods of network congestion. Its introduction has raised net neutrality concerns, with critics suggesting that prioritising certain users could negatively affect prepaid customers.

During Airtel’s recent first-quarter earnings call, Airtel India CEO Shashwat Sharma explained that the advantages of network slicing become more noticeable when network traffic is high. He said the technology has limited visible impact when networks are largely empty but can deliver a different experience when users are in crowded locations and networks become congested.

Fast Lane also appears to be supporting Airtel’s postpaid growth. The company added 1 million postpaid subscribers during the June 2026 quarter, bringing its overall postpaid customer base to 30 million.

Network slicing is increasingly viewed as a potential revenue opportunity for 5G operators. While the technology is generally associated with enterprise requirements and different service-level agreements, Airtel is applying it to residential customers. According to TRAI’s consultation paper, countries including France and the US are also considering regulatory safeguards for network slicing-based services.

Capacity Boost

TRAI’s proposed regulations seek to address concerns surrounding net neutrality and network slicing. The regulator believes that requiring operators to maintain adequate capacity at individual cells before offering sliced services would help preserve overall network quality.
