Telecom operators across India have initiated emergency protocols to ensure seamless connectivity, particularly for Emergency Operations Centres (EOCs) at state and district levels. This follows new directives from the Ministry of Communications aimed at strengthening network stability in critical regions.
Emergency SOPs Enforced
In a letter dated May 7, the Ministry invoked the Standard Operating Procedures (SOP) 2020 for telecom services during disaster situations, instructing all licensed telecom service providers to enhance network resilience and coordination mechanisms. A key focus is maintaining full operational status of all Base Transceiver Station (BTS) towers located within 100 km of international borders, according to multiple reports.
Executives from major telecom companies have confirmed that disaster-readiness measures are already being implemented. “All systems are in place, and SOPs are being followed as per the ministry’s directive,” stated one executive. Another executive highlighted that coordination between operators and authorities, particularly in sensitive border districts, has been prompt and effective.
Prioritizing Border-Area Connectivity
A senior official from the Department of Telecommunications (DoT) reportedly mentioned that all service providers have been instructed to remain vigilant and fully prepared. The ministry’s disaster management division has also urged telecom operators to ensure continuous network functionality nationwide and to maintain up-to-date inventories of critical telecom infrastructure, especially in border areas.
The DoT has specifically mandated operators to keep an updated list of critical telecom infrastructure in border districts and guarantee their operation during emergencies. “Special emphasis should be given to ensure uninterrupted functioning of mobile base stations (BTS) within 100 km of the international border,” stated the DoT memorandum, according to reports.
Coordination with LSAs and State Governments
To further support these measures, heads of DoT’s Licensed Service Areas (LSAs) have been directed to coordinate with state governments to facilitate the movement of telecom teams during emergencies and secure essential telecom assets.

Diesel Reserves and Backup Teams Deployed
Additionally, the Ministry has instructed telecom operators to maintain sufficient diesel reserves for generator sets to ensure uninterrupted power supply to telecom equipment. Operators have also been advised to strategically position spare teams, maintenance crews, and critical hardware at key locations for rapid service restoration when needed.
