On April 17, the Telecom Regulatory Authority of India (TRAI) published findings from Independent Drive Tests (IDTs) conducted in February 2025 across six Licensed Service Areas (LSAs)—Andhra Pradesh, Himachal Pradesh, Kerala, UP-West, Gujarat, and Odisha. The tests, carried out by RedMango Analytics Private Limited on behalf of TRAI, covered major cities including Alappuzha, Dehradun, Shimla, Rajkot, and Hyderabad. The reports highlighted notable differences in Quality of Service (QoS) among telecom operators.
The assessments focused on key performance indicators such as call setup success rate, call setup time, call drop rate, and mean opinion score (MOS), offering insights into network efficiency across varying geographic regions.
Kerala (Alappuzha & Alappuzha Backwaters)
Airtel and Reliance Jio (RJIL) achieved a flawless 100% call setup success rate. BSNL and Vodafone Idea (VIL) followed closely with 96.46% and 98.58%, respectively. RJIL recorded the fastest call setup time at 0.52 seconds, with Airtel trailing at 1.18 seconds. On 4G/5G networks, RJIL delivered average download speeds of 332.98 Mbps, while Airtel reported 183.56 Mbps.
Uttar Pradesh (West) – Dehradun
Airtel and RJIL again posted a perfect 100% call setup success rate. VIL achieved 99.80% in Auto-selection mode (5G/4G/3G/2G), while BSNL lagged at 87.92%. BSNL’s call setup time was the slowest at 4.15 seconds, compared to Airtel’s swift 0.89 seconds. Download speeds on 4G/5G stood at 273.42 Mbps for RJIL and 140.27 Mbps for Airtel.
Himachal Pradesh – Shimla
In the mountainous region of Shimla, Airtel and RJIL maintained strong performance with call setup success rates of 98.55% and 98.57%, respectively. BSNL and VIL trailed at 93.79% and 90.93%. Call setup times ranged from 1.36 seconds (Airtel) to 3.65 seconds (BSNL). Average download speeds on 4G/5G were 165.62 Mbps for RJIL and 128.12 Mbps for Airtel.

Andhra Pradesh – Hyderabad
In the urban center of Hyderabad, Airtel and VIL reported call setup success rates of 99.38% and 99.16%, respectively. RJIL led with the fastest setup time of 0.58 seconds, followed closely by VIL at 0.62 seconds. Airtel recorded a slower setup time of 3.98 seconds. On 4G/5G, RJIL achieved download speeds of 240.66 Mbps, while Airtel reached 146.96 Mbps.
