BSNL’s ₹251 plan currently has two very different variants depending on the offer — a data-only voucher for IPL viewers and a voice + data “student” STV. The IPL plan gives 251 GB of data over 60 days, whereas the student plan gives 100 GB high-speed data, along with unlimited calls and 100 SMS/day for 28 days. Both are Special Tariff Vouchers (STVs) and have different use cases, so it’s important to pick the right one for your needs. 

BSNL’s ₹251 plan, depending on which offer is available, can work either as a pure data voucher or a more balanced voice/data package. 

  • IPL Bonanza 251 Plan 
  1. This is a promotional STV launched during the IPL 2025 season
  1. It offers 251 GB of data for 60 calendar days. 
  1. After the 251 GB high-speed data is consumed, speeds are throttled to 40 kbps. 
  1. Because it’s a Special Tariff Voucher, it does not come up with any service validity of its own — meaning you need an active base prepaid plan for the STV to work. 
  • Student / Work-From-Home 251 Plan 
  1. This STV (also ₹ 251) provides 100 GB of high-speed data. 
  1. It also gives unlimited voice calls (local & STD) across India. 
  1. SMS benefit: 100 SMS per day. 
  1. Validity: 28 days.  
  1. As per regional BSNL circle (e.g. Kolkata), this plan is listed under “DATA + VOICE VOUCHERS.” 
  • Earlier Version of This Pack 
  1. Earlier (in 2020), BSNL had a work-from-home ₹ 251 STV giving 70 GB data for 30 days, without voice or SMS. 
  1. Some older BSNL tariff documents also mention this 70 GB / 30-day plan. 

Takeaway 

If you’re a heavy data user, especially someone streaming or consuming large volumes of data, the IPL 251 STV is highly attractive with 251 GB over 60 days, though it requires a base validity plan. On the other hand, if you want a balanced plan that includes voice calls and SMS, the student STV 251 gives 100 GB + unlimited calls + 100 SMS/day for 28 days.
