TRAI Urges Telecom Operators to Introduce More Affordable Voice and SMS-Only Plans

If you primarily use your mobile phone for making calls or sending text messages but still have to pay for data services, there may soon be more suitable recharge options. The Telecom Regulatory Authority of India (TRAI) has instructed telecom companies to introduce additional prepaid plans focused exclusively on voice calls and SMS, including options with shorter validity periods.

The initiative is intended to provide consumers with greater choice, particularly those who have little or no need for mobile data and want to recharge based on their financial requirements. Under the Telecom Consumer Protection (Thirteenth Amendment) Regulations, 2026, telecom operators will be required to provide voice-and-SMS-only special tariff vouchers (STVs) with validity periods of up to 30 days, along with at least one such plan offering validity beyond 30 days.

What are the new TRAI rules for voice-only recharge plans

TRAI has instructed telecom providers to make voice-and-SMS-only plans available for periods of 30 days or less, corresponding with the shorter-duration recharge options already present in their existing tariff structures. Since these plans will not include mobile data, their prices must be reduced appropriately.

The regulator has additionally required operators to provide at least one voice-and-SMS-only option with a validity period longer than 30 days. These plans must allow customers to renew their recharge on the same calendar date each month. If that particular date is unavailable in a given month, the renewal will occur on the final day of that month.

In practical terms, customers may soon have a wider range of recharge choices rather than being required to purchase a long-duration plan simply to maintain calling and SMS services.

According to TRAI, existing voice-and-SMS-only offerings from telecom companies have largely focused on extended validity periods, including 80 or 84 days and 336 or 365 days. As a result, customers have had relatively limited access to lower-cost options for shorter periods.

The regulator expects the revised framework to be especially useful for lower-income consumers, who may prefer shorter recharge cycles based on their individual requirements and available budgets.

Will these plans be cheaper

At present, Jio, Airtel and Vodafone Idea provide voice-and-SMS-only recharge options primarily with quarterly and annual validity. Jio currently offers a quarterly plan priced at Rs 448 and an annual plan costing Rs 1,748. Airtel and Vodafone Idea have annual plans priced at Rs 1,849, while their quarterly options cost Rs 469 and Rs 470, respectively.

The revised rules may provide consumers with additional choices beyond these longer-duration plans. However, the telecom operators have not yet disclosed the specific prices for the new recharge options.
